ADI-NQN presents in México a business opportunity in renewable energies

With the goal of promoting investment projects in renewable energies in Neuquén Province, the Argentinean Embassy in Mexico together with its Investment Agency, organized a work breakfast in Mexico City with businessmen of the energy sector.
The ambassadress Vaca Narvaja chaired the meeting and the engineer Lucas Riavitz, Manager of Projects Development of Agencia de Inversiones of Neuquén Province was invited as speaker.
Among the assistants were local businessmen of the renewable energy sources sector, wind energy, hydroelectricity, geothermal energy and hydrocarbons, as well as representants of the finance bank, investment fund and investment accelerator fund.
Participating organizations were : PEMEX, Energías Alternas, Estudios y Proyectos (ENAL), Big Energy Sollutions, Element Power México, Crossfin - Compagnia Internazionale di Finanza - Investment Bankers, Acciona Energia México, Vive Energía, Grupo Invex, Gestiona Capital Soluciones, Grupo Liniers, Mexichem- Kaluz, New Ventures Mexico, BIOe MEXICO.
The representant from Neuquen talked about the portfolio of projects in the Agency, among them: Copahue geothermal Project; construction, finance and operation of a mini hydroplant on Nahueve river; energy generation project with the geothermal resource of Domuyo volcano; installation of “Picún Leufú” wind farm with a generation of 100 MW in Neuquén Province; and the installation of “Subida del Capo” wind farm with a generation of 75 MW in Neuquén Province.
At the end of the event, private meetings were held with Lucas Riavitz to talk about projects of some companies’ interest.
He met with managers of parastatal Company PEMEX to talk about investment projects related to hydrocarbons.
In the afternoon, at the Embassy, there was another meeting with businessmen and potential investors. Managers from various companies of the renewable energy sector attended the meeting, among them: GAMESA (Spanish company engaged in the installation of wind farms) and GL Garrad Hassan (a consultant in renewable energy projects worldwide).
Also, this Thursday 5th December, there was another meeting with Energías Alternas, Estudios y Proyectos (ENAL) company which was interested in knowing both geothermal projects in detail.

The public hearing for “Los Pocitos” wind farm was held

Last 6 th June 2014 it was held at Hue Mulen Hotel in Zapala city the non binding public hearing for the wind farm project “Los Pocitos” called by the Secretariat of Environment and Sustainable Development of Neuquén. Population involved in the area of influence of the Project and public in general was invited to attend the public hearing and give an opinion on the Project.
“Los Pocitos” wind farm objective is to supply renewable energy to the provincial interconnected network. It will be situated 6 Km. far from Zapala city on either side of National Route 22 in the sector called “Subida del Capo”.
The Project involves the building and operation of a wind farm of 75 MW, which will be developed in two subparts called Wind farm 01 and 02, where a total of 25 turbines will be located with an estimated investment of 142 million dollars. Projected works involve preparation of basis and foundations, assembly of wind turbines, installation of a power transformation sub station, external and internal wiring, conditioning of access roads, opening of internal roads and building of operation and maintenance installations.
During the hearing there was an exposition of the wind program carried out by ADI-NQN, with details given by the Vicepresident of the Agency, Engineer Luis Galardi and the Projects Manager Eng. Lucas Riavitz. Representing Conquista de los Vientos Company, was the Engineer Jessica Arias who gave technical and legal details. At the end of the exposition a representant of Scudelati Consulting Company talked about the Environmental Impact Study of the project.
A written record of the hearing was made to be included in the Project file and submitted for the consideration of the environmental applicable authority.
This Project is within the frame of the Decree N°1.837 of 2009, signed by Governor Jorge Sapag, by means of which estate property lots were permanently reserved for public utility purposes, lots previously selected by the Agency to develop investment projects to generate, transport and distribute wind source electric energy. Those lots were tendered and 14 areas were awarded within the province, the quality of the wind resource was measured during 2 years.

 



Copahue Geothermal Project National Letter of Approval was issued for Clean Development Mechanism

Copahue project that will generate electricity from geothermal resources has managed to get the national approval letter issued for the Clean Development Mechanism (CDM).
The CDM is an agreement signed in the Kyoto Protocol that allows industrialized countries to sign agreements to meet targets for reducing greenhouse gas (GHG) emissions by investing in emission reduction projects in developing countries as an alternative to purchase certified emission reductions (CERs) at lower costs than in their markets.
The Secretariat of Environment and Sustainable Development of the Nation is the national authority designated by Argentina to be a member of the Executive Board of CDM of the United Nations to assess the contribution of the country to sustainable development, ensure legal compliance of the activities and the voluntary condition of the project. Thus, obtaining the national approval letter confirms that the project contributes positively to regional, social and economic development, and improves the environment by introducing renewable energy to the national grid. Obtaining the national letter of approval is a critical step in the cycle of a CDM project to achieve registration in the United Nations.
Copahue geothermal project consists of the construction and start up, by means of a concession contract, of a power generation plant of 30 MW which uses endogenous vapors extracted from the field located in the mine called: "Las Mellizas de Copahue”. This energy will be delivered to the wholesale electric market in Argentina through an interconnect line to the national system of electricity transmission.
Due to the fact that geothermal energy is clean and non polluting, this generation will prevent the emission of approximately 100.000 tons per year of greenhouse gases such as CO2 and enable the emission of reduction certificates worth U$S 1.300.000 per year over 20 years.
These resources may be used in other projects to help mitigate climate change, for example, the treatment of municipal solid waste and biomass.

Three proposals to carry out hydropower studies in Northern Neuquen

Wind Farm Project “Vientos Neuquinos I”

Last 8th May 2014 there was an official presentation of Vientos Neuquinos I Corporation in the Auditorium of the Administrative Ministerial Centre, a corporation formed by the Agencia de Inversiones del Neuquén S.E.P (ADI-NQN SEP) and EEDSA Company.

Among the panelists of the presentation were the vice-president of ADI-NQN SEP, engineer Luis Galardi, representant of EEDSA Corporation, Engineer Oscar Balestro and professionals of the Consultant Scudelati & Asociados Limited Liability Company, responsible of the environmental impact study. Representants of different provincial organisms were among the participants: Under Secretary of Water Resources Management, Under Secretary of Mining and Hydrocarbons, Under Secretary of Land and the Secretary of State of Environment and Sustainable Development.

The development of the wind farm “Vientos Neuquinos I” and the Environmental Impact Study were shown, the farm will be located near the cities of Piedra del Aguila and Picún Leufú in a state owned land of 2600 hectares and it will generate 100 MW of final capacity to be connected to high voltage line of 132kV Chocón-Piedra del Águila.

Public Hearing: “Los Pocitos” Wind Farm Project

Next Friday 6th June 2014 at 12:00 at Hue Mulen Hotel in 929 Almirante Brown Street in Zapala city there will be a non binding public hearing for the wind farm project “Los Pocitos”.
Population involved in the area of influence of the Project and public in general is invited to attend the public hearing and give an opinion on the Project.
Copies of the Environmental Impact Study can be consulted during administrative hours at the Secretariat of Environment and Sustainable Development located at 1245 Antártida Argentina Street - CAM Ministerial Administrative Centre - Module N° 2 - 2 nd Floor, and at Agencia de Inversiones del Neuquén Office (ADI), located at 1245 Antártida Argentina Street - CAM - Module 2 – 3rd Floor Neuquén city.
The Project involves the building and operation of a wind farm of 75 MW, which will be developed in two subparts called Wind farm 01 and 02, where a total of 25 turbines will be located. The exhibitors’ registration for the public hearing is open in the same offices where the Environmental Impact Study can be consulted. This registration will close 5 (five) working days before the date of the hearing. Each exhibitor duly registered and certified will count on a maximum of 10 minutes of exposition concerning the Environmental Impact Study and related annexes.

 

The National Secretariat of Energy issued an International Public call to carry out studies for the Multipurpose Hydropower Project Colo-Michico and los Guiones in the upper basin of Neuquén river in the Province of Neuquén.

The Argentine Government has been granted a loan of the Corporación Andina de Fomento – CAF (Andean Development Corporation) to partially fund the Programme of studies in the Energy Sector of the Argentine Republic. The National Secretariat of Energy proposes to allocate part of the resources to pay consulting services for studies of the hydroelectric projects. Among the objectives of the Programme is the definition of the main parameters of hydroelectric projects, so as to achieve technical specifications to call for a bid and build the necessary infrastructure to supply the energy demand.
Under this framework the Agencia para la Promoción y Desarrollo de Inversiones del Neuquén (ADI-NQN S.E.P.) and the Secretariat of Energy of the Ministry of Federal Planning signed a collaboration agreement to select projects to be studied. As a result, the projects “Multipurpose Hydropower Projects Colo Michicó and Los Guiones” were selected on the rivers Neuquén and Nahueve, respectively. ADI NQN SEP developed those projects, included them in the portfolio and made an international public call for consulting Companies to carry out the corresponding studies.
Such projects date from 1994 when the province of Neuquén showed an interest in knowing the energy potential of Neuquén river in the upper basin. At the end of 2013, ADI-NQN decided to continue with the analysis of some projects previously selected, making a detailed analysis of small and medium size projects located in the upper part of the basin, paying special attention to environmental aspects that have been modified from 1995 up to date.
These hydroelectrical projects fall within the frame of National Law Nº 26.190, that rules the National Programme to promote the use of renewable sources in hydroelectric projects with an installed capacity inferior to 30 MW, and within the Provincial Law Nº 2.596 that adheres to the national regime established by the national law and grants promotional benefits.
Entities interested in presenting technical-economic proposals to carry out studies for the multipurpose hydropower Project Colo-Michico and Los Guiones can access to the available information in the Office of the Executing Unit of the Program located in Adolfo Alsina 424, Floor 3, Department B - Ciudad Autónoma de Buenos Aires from Monday to Friday from 2:00 to 4:00 PM within 15 calendar days as of 22nd May 2014 or at the website of ADI-NQN S.E.P.: www.adinqn.gov.ar
Presentation of technical and economic proposals will be on 7th July 2014 at 12:00 in the Office of the Executing Unit of the Program located in Adolfo Alsina 424, Floor 3, Department B of Ciudad Autónoma de Buenos Aires.
