Current Issue

The MSW MSW whose main problem the exponential increase in volume due to:

• The progressive increase of the population and its concentration in certain areas.

• Spending habits that increase the per capita waste generation.

• Scarce educational programs to the community on the issue.

• Treatment and / or disposal inadequate / non-existent.

• Lack of a comprehensive assessment of costs and resource allocation.

• The use of various types of containers with non-degradable materials.

The RSU without treatment and / or final disposal are causing pollution of water resources, the atmosphere, soil, causing negative impact on flora and fauna, alter the quality of life and health of the population, increasing social and economic costs.

Therefore, sustainable management of natural resources necessarily transcends space within a city and must proceed in an integrated and coordinated across all economic activities: extraction, processing, distribution and consumption, looking at the same the reduction objectives (minimization), recovery and use of waste in order to minimize the environmental impacts arising from current management of urban solid waste.

Study Aréa

Valley Region and the Confluence, provinces of Neuquen and Rio Black.

Background

• At the local level, population growth in the region of Valle and the Confluence has noticeably worsened the environmental problem due to inefficient management of solid waste and the proliferation of open dumps and the use of inappropriate methods for the treatment and disposal of waste.

• The projections of population growth and RSU Valley region and the Confluence, suggest a generation of 491 tons / day by 2023, which necessarily requires the study to the best alternative disposal of such waste.

Project Highlights

To further analyze the problem and propose solutions thereto, the Provincial Executive Decree N ° 1403-1409 created in the field of ADI-NQN and the Ministry of Natural Resource Preinvestment unit (UNPRE) , that in a period not exceeding 180 days shall be issued on the following points:

• Propose an institutional framework between the provinces of Neuquen and Rio Black, and between them and their municipalities, according to the agreements signed between these provinces and the Ministry of Environment and Sustainable Development of the Nation to carry out the necessary pre-investment studies for the project management of municipal solid waste in the municipalities that make up the Association of Municipalities of the Valleys area and the Confluence and others who in the future will incorporate or enter into agreements with it.

• Perform within this institutional framework and existing evidence from a diagnosis of the current situation relating to the management of MSW in the area comprising the municipalities of the Association of Municipalities of the Valleys area and Confluence.

• Prepare a Draft Database Technology, by providing technological alternatives friendly to the environment and therefore accepted within the Clean Development Mechanism (CDM) of the Kyoto protocol for the treatment and disposal of MSW in the region Confluence .

• To study the different possible Financing Alternatives and design a financial economic tending to a concretion of (the) projects listed in the Base Technology Project.

 

Developed Actions

Initiating the development of these objectives, we performed the following actions :

• We proceeded to summon local Environmental Consultants to develop the " Study on the characterization of MSW in the region of the Valley and Confluence " . Having assessed the proposals of the firms that submitted their technical feasibility and budget , will begin with the completion of the study , in order to obtain a detailed study , designed to show the composition of the waste generated in the region. The MSW characterization study began in December 2009 and ended in February 2010

• The Agency for Investment Promotion and Development , ADI - NQN , signed an agreement with the Faculty of Law and Social Sciences of the National University of Comahue to advance the harmonization of municipal legislation , national and provincial solid waste treatment along urban localities Valley and Confluence . Currently, it has the latest study in the development phase , which will be the basis for legal and institutional organization of the cities involved in the integrated management of MSW

 

• It has developed the Diagnosis of the current situation on the problems of MSW in the 14 municipalities that make up the area of the valleys and the Confluence and developed the draft based technology , which determines the basic requirements of the technology to select for the treatment and disposal of MSW in the region.

• It is developing the economic and financial evaluation of the technology base.

• The idea is that the towns of Valley and Confluence , that make up the Association of Municipalities of the region , to advance in one model of environmental preservation , forming the outlines of a jurisdictional entity with legal capacity , administrative and financial managing waste treatment .

Actions to Develop

The proposals arising from these studies are presented regularly to the Association of Municipalities for the purpose of outlining a joint strategy that allows begin addressing these complex problems from both a technical and financial, in the shortest time possible.

• Improve the management of solid waste in the whole area of influence of the project, reducing the current levels of contamination in soil, air and water.

• Apply new technologies available to the GIRSU.

• Minimize the environmental impact on natural resources such as soil, water and atmosphere.

• Improve urban aspects, production and tourism in the province.

• Promote investment flows addressing international and domestic aimed at mitigating the effects of global climate change.

• Incorporate the formal job offer people currently engaged in tasks "cirujeo".

• Fortify the integration of municipalities in both provinces.
